In 2009 we had a little over 2200 referees in Kentucky with 70% under 18 years old. As an assignor you have the most interaction with ALL referees. Some assignors get paid for assigning but we have many who volunteer. Regardless, we must protect, promote and retain our referees. We have a thankless job and work many hours to find quality referees for our games. For 2010 we have points of interest we need to review:

1. Referee Uniforms – we need to enforce that our referees wear the correct USSF ONLY uniform which include black socks with 3 white strips or new USSF socks (Keep up), Black shorts, USSF referee shirt tucked in and current year USSF badge.
   
2. We must review and promote the USSF Mechanics for referees and assistant referees.
   
3. We need the referee to write a report on all Misconduct and other unusual incidents or conditions that happen with the match. All reports must be sent in to Kentucky Youth Soccer Association or Kentucky Soccer Association office with 48 hours of match and to gamereport@kyreferee.com.
   
4. Our referees MUST know that we will support and help protect them when dealing with unruly fans, coaches and players.
   
5. We need to work with our clubs protecting referees from abuse.
   
6. USSF only allows 1 whistle on the field, NO 2 man with 2 whistles. One referee with 1 or 2 club AR's is acceptable. In some areas of the state they have used one referee on games with no assistant referees – THIS IS NOT APPROVED BY USSF.
   
7. GREAT NEW FOR ASSIGNORS WITH 5 years of consecutive service you just need to register for 2010 and will not need to attend this year only.
